Although these are indeed vital to the competitiveness of the global economy, I do not believe an increased cost of living is an accurate representation of the true cost of goods. Rather, I believe that an increase in goods prices is proportional to the increase in demand for those goods.
Let's say there are two goods, one is produced at a rate that is currently $10 per barrel, and the other is sold at a rate that is currently $7 per barrel. If the price of the first oil shock was 5 dollars per barrel, then it would seem that the market was effectively driven by the cost of production. However, if we were to take into consideration the rising number of barrel-producing mines around the world, then we would find that the rising cost of production of the first oil shock caused the cost of the goods to fall for the majority of consumers.
