It was the financial crisis of 2009 that forced Romania to get a loan from the International Monetary Fund (IMF) & few other institutes. During that time, the automobile sector of the country saw a sharp drop in demand. As the global demand for cars subdued, the automobile sector had to slow down the manufacturing speed.
Some of the other banks from which Romania sought help were the World Bank and the European Commission.
Fast forward to 2019, and the economy is in a much better place than the year 2009. In the year 2009, Romania's GDP grew by 4.1%, making it the top growing economy in European Union. However, strong economic growth proved to be short-lived as the pandemic (COVID-19) just reversed the course of the economy once again.
In 2020, the country actually recorded economic contraction instead of GDP growth. According to IMF, GDP in 2020 shrank by -3.9%. Downside pressure on the economy was due to various issues such as weak consumer spending, weak exports, and weak global demand for Romanian goods.
International Monetary Fund (IMF) hints toward stable global growth in 2021. Romania's economy is expected to expand by 6% in 2023 and another 4.8% in 2024. However, IMF also mentioned the volatile condition & uncertainty due to pandemic. In case of unexpected development, a revision of these economic growth numbers may happen.
Romania's economy expanded at a steady rate in recent years, but the budget deficit also grew, which is a troubling trend. A major drag on the government revenues was the increased amount of pensions. As if the government troubles were not enough, the COVID-19 crisis also joined the list of problems.
Before COVID-19, the budget deficit averaged around 4% per year. During the COVID-19, the budget deficit made a jump and reached 6.4% (IMF forecast). EU commission paints a more troubling economic condition of Romania... In 2020, the government deficit crossed the 10% mark.
In September 2020, pension payments saw an increase of 40%, which will further widen the deficit. In 2023, the government deficit could reach 6.2% if the government makes no intervention.
If the government follows the same fiscal policy which supports expansion, a rise in the debt-to-GDP ratio will also follow. The ratio already saw an increase in 2019 when it reached 36.8%.
Debt-to-GDP Ratio forecast for 2021: 50.1%
Debt-to-GDP Ratio forecast for 2022: 52.6%
Debt-to-GDP Ratio forecast for 2023: 55%
While all other economic indicators are turning red, the inflation rate forecast shows that it will remain the same in 2023 and 2024. That's because of the recent decline in oil prices.
Let's take a quick look at some of the important risk factors for the Romanian economy:
Gross Domestic Product: GDP (% change) forecast for 2023 and 2024 is 6.0% and 4.8% respectively.
Inflation: The inflation rate may rise during 2021 to 2.8% but will drop down to 2.1% in 2023.
Unemployment: The unemployment rate will remain stable at 4.9% during 2023 and 2024.
Romania's labor is decreasing since the last decade as they are leaving to other European countries for better jobs. Experts believe that a further drop in the current numbers of workers (8.8 million) will happen in coming years.
Agriculture is not a big sector for the country in terms of GDP. It only accounts for 4.1% of GDP, but it provides employment to 21% of the population. This means that around 21% of the population is working in a sector that only accounts for 4.1% of GDP. Important agricultural production of the country are potatoes, cereals, and sugar beets.
There is room for improvement in the Romanian agriculture sector. Various experts believe that the country has the potential to grow a lot more than the current rate.
In terms of natural energy reserves, Romania is very blessed. The country is home to one of the largest oil, coal, gas, and uranium reserves.
The agriculture sector was affected by COVID-19 as it saw a drop of 13.9% last year. However, the country remains the 7th largest producer (agriculture) in the EU.
The sector which amounts to around 58.2% of Romanian GDP is the 'services' sector. After that, we have the industries sector which contributes 28% of GDP. Together, these two sectors contribute to around 76% of GDP.
The services and industrial sector provide jobs to 79% of the total population.
The year 2020 also saw a decrease in the number of tourists visiting the country. Data suggests that the number of tourists dropped by more than 50% due to the global pandemic (COVID-19).
One emerging sector of Romania is the ICT, as the country provides high-skilled tech workers at a fraction of the cost of the rest of European countries.
