Milton Friedman first coined the term in his paper titled The Optimum Quantity of Money in 1969. In 2012, variants of money helicopter policy were advocated for when conventional policies were either resulting in adverse effects in the economy or simply failing to combat with the crisis.
Financial Services Authority chairman Adair Turner later said deficit monetization is a quicker way to recover from such financial crisis.
Learning the lessons from the Lost Decade crisis in Japan, economists in the early 2000s argued that the money helicopter should be revived and used in economic policy. Federal Reserve Board governor Ben Bernanke said in late 2002 that the money-financed tax cut is similar to the money helicopter of Milton Friedman.
The European Bank for Reconstruction and Development chief economist Willem Buiter revived the money helicopter idea in a theoretical paper, saying that the base money being talked about is not a liability.
Originally, the money helicopter described the central banks distributing cash to households directly, but modern use of the concept has come up with other possibilities, such as universal tax rebates to households being financed by the central banks. The Economic Stimulus Act of 2008 in the United States did the same.
The European Central Bank announced a similar targeted longer-term refinancing operation (TLTRO) programme in 2016 by lending money to banks with negative interest rates. This is similar to transfer payments made to banks.
Federal Reserve former chairman Ben Bernanke is one of the strongest supporters of money helicopter methodology being used to combat liquidity traps. Simultaneously, Fed chairwoman Janet Yellen argues the method is best during extreme situations.
Some of the other supporters include Citigroup Chief Economist Willem Buiter, Financial Times' Chief Commentator Martin Wolf, Brown University political economist Mark Blyth, Oxford economist Simon Wren-Lewis, UCLA economics professor Roger Farmer, and Irish economist Eric Lonergan.
Many argue the method may not be a substitute for fiscal policy and tax cuts, as well as that infrastructure spending adjustments may work better. They consider the money helicopter to be like an insurance policy against failed fiscal policy.
Earlier, many economists believed that the method could lead to hyperinflation. Former ECB chief economist Otmar Issing called it downright devastating.
Taiwanese-American economist Richard Koo said if the method is implemented day after day, it would lead to panic as people will lose faith on the worth of native currency.
