European Unemployment Rate

The unemployment rate focused on the European Union area is called the European unemployment rate. Just like the US unemployment rate is focused on the data from the US alone, the EU unemployment rate shows the average rate of unemployment in all the countries of the EU.

Some countries in the EU may have a high unemployment rate, while others are known for low unemployment numbers. Since we are talking about the entire European Union, we need to look at the average numbers rather than individual countries or areas.

With the COVID-19 threat becoming less severe, it seems that things have started to change for the good. For starters, lockdown measures that were enforced to slow down the virus transmission have been lifted slowly as the number of deaths is slowing down. There was a time when the COVID-19 virus was ravaging the entire continent. However, it seems that things have regained some normalcy, except for those who lost their jobs due to the pandemic directly or indirectly.

Unemployment Rate Data

According to data, the unemployment rate in the EU was high, about 6.6% in April. This rise caused the EU's efforts to recover the employment rate to an abrupt end.

For example, Spain is a prime example where the unemployment rate is close to 15%. On the other side, Germany is also showing weakness in its job market as the unemployment rate is 6.3%. For a strong economy like Germany, so many people out of the workforce is a cause of serious concern.

But if we look on the bright side of things, it seems that the unemployment rate did not go as high as many experts feared. The scale of this pandemic was huge, and when we compare it with the unemployment rate, it seems that it did not go as bad as previously expected. For example, the European Union's labour market seems much better than the USA, where unemployment rates have risen sharply.

How Someone is Defined As Unemployed

Anyone looking for work and can start the job within a fortnight is considered unemployed in the EU. Those folks who are essentially unemployed but are not actively looking for job opportunities are not considered unemployed. They are called economically inactive and excluded from the results. If we think about it, it is not a good idea to exclude that portion of the population because it gives skewed results.

In fact, the number of people who are considered economically inactive has increased a lot during COVID-19. The reasons for this are straightforward because the people who are actively seeking jobs are met with additional responsibilities and new rules such as social distancing, childcare, etc..

If we look at the conditions in Italy, about 274,000 people lost their jobs in the period between March and April. But on the contrary, the unemployment rate dropped by 2% instead of rising. It is a result of how the unemployment rate is calculated, and about three-quarters of a million are registered as inactive.

If the formula which classifies the unemployed and those who are economically inactive were based on reality, the actual rate would be a lot higher. It gives us a false sense of security and that things are not as bad as it seems. But the reality is very different from the numbers mentioned in these economic metrics.

Unemployment Reduction Measures

That does not mean that the governments of the EU are not trying anything to enhance the creation of new jobs and encourage job retention. Many programs have been introduced to soften the blow of this contagious pandemic. In such programs, the government covers a portion of the salaries of those idled employees to make sure that the businesses do not fire them.

These measures ensured that the government did not have to deal with a new wave of unemployed people while also dealing with a difficult pandemic.

Such programs can easily attract the praise of the general public, but it is a costly option for the authorities. If we look at the United Kingdom, it has spent around $440 billion, equal to about £350 billion, to make sure that the employers stay afloat. In turn, this spending has caused the public debt of the country to reach new heights.

There is another downside of these programs. When the governments stop paying money, companies come under pressure once again, and the result is lost jobs that were previously protected.
