Sometimes it is tempting to assume the coffee price fall could be due to some new factors. In October 2000, the retention scheme was promoted by the Association of Coffee Producing Countries (ACPC) and decided to retain 20 per cent of the total exports to maintain a certain pre-defined price. Nineteen nations joined, including non-ACPC members like Vietnam. However, some countries retained coffee, which led to a continuous increase in exports and a fall in prices.
With difficulties in coordinating the supply control action, a demand promotion measure was initiated. The main issue that emerged here was how to organise the promotional programmes and how to finance such programmes amid conflicts of interest and tensions between branded and generic products.
However, the international coffee industry is active in the promotional part, and it is being implemented by the Promotion Committee of the ICO, which was highly active from 1976 to 1990 and more than $43 million was spent to build up the market.
It is noteworthy that the coffee-producing and exporting countries mainly funded the promotion. Things were done on a pro-rata basis concerning the market share. There was a limitation on the budget; hence, more private sector contributions were needed. It means the financial backing was narrow and greatly impacted the promotional activities.
The coffee price fall has been continuous since the late 1990's when a low-level record dip was recorded, impacting millions of households directly and indirectly in the industry.
