In addition, by creating state owned enterprises (SOE) the central government can inject capital back into the economy. SOEs are businesses owned by the state and run at a loss. They then use part of their profits to pay off debts. After they have made a profit, they either sell the SOE or use the profits to invest in other small businesses, creating jobs and stimulating the economy in the process.
Because the central government owns and controls most of the money in China and is in charge of the money supply, China's debt is actually used by China to lever up its own economy and invest in other areas. Leveraging is what helps make the system work, and in the case of China's debt it works in the opposite way to how leveraged loans are typically used. Leveraging creates massive imbalances in the economy, which leads to a depression.

The money that one can raise through these bonds will be safe, dependable, and always available for use. They are generally risk-free, meaning that they offer an investor great financial security. You can purchase them at any time during their maturity period and receive regular returns without paying extra costs or interest.
The advantage of buying a Chinese municipal bond is that you have access to liquidity that is located within your own county or state. The most attractive aspect of a Chinese municipal bond is that they are easily transferable. That means that once you purchase one Chines municipal bond, you can sell it easily to another buyer within just a few days. This makes selling them fast and simple. It can also provide you with flexibility regarding when to sell.
The phrase 'China's local government' may sound like the title of a foreign movie starring Denholm Elliott, and it is indeed a reference to the ever-increasing national debt incurred by our municipal government. However, this debt problem is one that we at home have caused as well. This is why I have decided to write this article so that other Americans can be aware of its existence and be prepared for what it might entail.
First of all, what is going on with our municipal debt situation? Our local government has allowed its debt to get out of control because of two reasons: poor financial management and complacency. Poor financial management refers to the inability to properly forecast the revenue stream necessary to cover expenses and debt liabilities. On the other hand, complacency and a lack of will to correct an existing programme or increase funding for a community's infrastructure are two major reasons for the current crisis China sees itself in. An inability to correct something typically results in people doing nothing, or even worse, doing too much, which causes further problems in the future. It is like running a huge operation without any supervisor or leadership.
China's debt problems started when a few city leaders figured they were better off keeping the lights on to stay in power rather than cleaning up their finances. A few years back, the United States government called upon every city to come up with a financial plan and submit it to the federal government for review. The result was a nationwide audit of each local government's debt, called the Federal Balancing Sheet.
Essentially, citizens borrow money they do not have in order to run their businesses the way they want to. They are also using debt funds to make up for things like poor grant funding and less than adequate resources. If a city wants to take care of its debt, the first step is for them to negotiate with creditors and come up with a reasonable debt restructuring plan. They can then submit this plan to the creditors for approval. If it is approved, the creditors will start making payments to the city in around two months.
One of the things Chinese local governments did not do was develop a comprehensive strategic plan to market their new, more stable financial structure through which they would increase revenues. They did not obtain a handle on their reserves; they may now be short on cash and will be forced to shut down some services if they are not re-financed soon. Even though there is money owed, there are other obligations on the books that must be met and this is an unfortunate situations where debtors pay in the long term.
These are just some examples of why local governments may be facing a 'short term' financial crisis; while they are waiting for help, they are facing a very real 'long term' problem with debt burden.
